You might be knowing that from 29th Sept., 2011, TRAI (Telecom Regulatory Authority of India) have implemented some strict rules & regulations for Bulk SMS in India.
Because of these new regulations, sending bulk sms to mobile numbers registered with DND (Do Not Disturb) was strictly banned by Govt.
Moreover, customised Sender ID is also disallowed by Govt.
Also, Govt. has banned sending bulk sms before 9 am and after 9 pm.
Some people are using Foreign Bulk SMS Gateway to send bulk sms to DND-listed mobiles in India. This is completely illegal and their bulk sms accounts will be banned by mobile operators of India very soon and they will also have to face severe consequences by TRAI, Govt. of India for breaching the Indian laws for bulk sms.
